Redemption Reimbursement Fee Back to 1% for iUSD

Objective

This proposal seeks to adjust the iUSD Redemption Reimbursement Fee back to 1% shortly after the new iUSD parameters for interest and RMR are executed on chain (Proposal for iUSD Parameters change). When the new parameters are live the 4% fee will reduce the impact from redemptions on CDPs, after it will not be necessary to maintain a higher fee anymore due to the hard peg on 0.95.
