I see that there is no minimum number of voters for a proposal to have valid vote and then for it to be approved, something like a quorum. Does this mean that a proposal can also go to the vote with one participant and then only be voted on by him?
The proposal process will begin as a temp check here in the forum. Once approved it can then flow to the governance page of the Indigo web app & on chain

We have implemented the Adaptive Quorum Biasing feature for this concern. If you refer to the Indigo DAO Constitution we cover this there. The Constitution has now been ratified and AQB approved
