Like others have said, the adaptive quorum is really an effective solution for varying degrees of participation and a good way of managing the risk of manipulation by malicious actors. I’m curious about how the DAO Moderators will work in practice. It’s definitely interesting.

There’s no enforcement of what a DAO Member does after becoming a Member. To become a Member however you have to use the protocol at least to stake your INDY.
Holding INDY is not enough to vote. You must stake your INDY in the protocol, thus using the product (even if in a limited sense). By being an INDY holder with a locked stake, it wouldn’t be sensible to vote against the best interests of Indigo.
Voting power is determined by the amount of INDY staked. All proposals must pass with a minimum quorum of 50%. Nobody, not even the team building Indigo, will have sufficient INDY to manipulate votes.
